Hmm.. Maybe houses?

And whenever someone in your house does a good thing. [Report, etc] The house gets points. The house with the most points at the end of the month gets a little bonus.

First elections could be held on the forums for house leader, and they can choose who they want in their house, and send a request. Then they could decide a team name together.
