I think it's optional as to who you get information about.
Say you were looking for someone, it would only notify you of their presence.

the address book has the location of the person. The buddy beacon alerts you when a specific person changes locations

I like the general concept, the issues are with the options attached to it, for instance the turning it on and off, choosing who to see/can see you etc.
It's interesting, but I don't know how practical/feasible
