We could make groups as in the civillians could make their own groups and join others and there could be civillians working as police

Actually I've considered about this possibility.
But once you've created a group of people, what would it do?

Well, I still think you should consider making a police station, Ioji. You could even have sign-ups (of course you have to have a certain amount of daily visits) And then you could get a police uniform too! I honestly think that a police station could work as people who have broke the rules may not have to be banned. If they brake the rules they can be locked in a cell for a certain amount of time and wearing handcuffs. Sign-ups may include different types of police, detective, officer, etc. Although the highest job would need the highest amount of daily visits. ALSO! You have to do a challenging initiation test, created by Ioji.  I hope you consider this idea. |

Due to the amount of members of all kinds in one group, I don't think it would be necessary. Moderators are the BTC "Police" to me.

I think it is a very good idea and people will be able to join and be like ninjas,police,avatars and much more!!! I think it will be great if ioji will allow it.And then people will have powers and uniforms!!It will be so cool!

what if ppl break rules to be in jail 
cause like they might want to wear handcuffs cause they might think its funny and everybody might be breaking the rules
this might be a bad idea

Whatever happened to the WBN and the first police group made? 
EDIT:Found the new WBN Police and Entertainment Forum. Sorry, but cannot post link. 
Anyway... in both the groups, we had police(patrol around BTC and report back in the forum), detectives(who investigate the reports), SWAT Member(hunts out any serial offenders), SWAT Commander(tells SWAT who to hunt), Commander(highest official in group, usually the founder of the group) And with the police station, there can be be a notice board, where SWAT Members can click on and find out who to find.

Well there were two official groups, Rise and WBP (WarBear Police)
The two groups merged into WBN (WarBear Nation)
