Wouldn't it be better to have this on the BTC page where EVERYBODY goes instead of the forums where only the most non-noob population go?

Sadly there is no way we can force somebody to read the rules, unless we required users to pass a test before entering this website.
Even then, I know some who would search a walkthrough on google.

I don't think you had joined before then though...  . It basically showed the rules before you entered BTC.

No. We put the correct topics under the correct forums, and if they don't read it, that's their problem. Besides, it's obvious that no one should swear/spam/etc., so if they're trying to push the limit by getting 8 warnings every 2 months, well, I'm not going to tell them that they're getting banned at 7.

No, we keep our tabs...if someone's purposely keeping track of his/her warnings so they can spam occasionally we can still give them harsher bans. If that's what you mean.
