Well, sorry for the MASSIVE delay guys, I PROMISE the next one won't take as long.
Anyway, I spent about 2 hours trying to make this thing awesome, so actual constructive criticism would probably be the best.

Editing notes:
Well, I've been editing this for about 2 hours now. xD
The fire didn't take too long, but Ginger did! He wasn't there, so I had to paste him over every part he was in, which was nearly the whole thing. xD
Anyway, I spent more time with pasting him, so thank god it doesn't look as bad as last comic did.
I hope you enjoy the comic, and the layout.

I love how you only get angry at the person who gave you a bad short review and not the one's who just gave it 8's and 9's.

The frames are randomly resized, you could fix that by not randomly resizing the frames. Speech bubbles on frame nine overlap. Great cut on your citizen, the text is nice!
You could cut the sarcasm with a spoon.
It wasn't very funny, the joke on page two is incredibly overdone. Don't see why you couldn't have just used a regular speech bubble on the second to last frame instead of moving the triangular thing.

In short- Not funny, the storyline is all over the place, editing was alright.

Eh, Part 1 was classic noob.

Or in my case, me.

10/10 for that.

Part 2 was a little overused in my case, so that was only 7/10 because there's some suspense at the end with the firewall.

Layout was nice and clean, but looks like it's a teeny over the place.

Overall, 26/30 or 13/15. Or about 87%. An excellent score, in my opinion.

Now i have time, In depth reveiw!

First off:
The new layout is awesome, but i prefered when you had the clump of characters in it.
The text at the Beggining was hard to read.
The Frames, with their random Sizes actually made the comic look better in my opinion. Why do it alll the same when you can have variety?

Then:
The Characters were well cut out, and i didn't notice that Ginger had been cut out until you said so.
The bubbles were the wrong sizes for the text.
The second last frame bubble was edited badly.

Finally:
The joke wasn't that funny, but i smirked. ( It reminded me of Rush Hour 3)
