i think we should be able to graffiti in designated areas and if some one try's to put swear words it shouldn't appear   |

Nah. Graffiti is designed for railway arches and skateboard ramps.
BTC should stay spotless ... I imagine it as a city of paradise - untouched by "bad" humanity.
