Maybe he did leave just they haven't got round to hanging it. Like the mods, loads have left but its still says "Moderator" above the avatar even if they aren't anymore

Well, but they should be kicked anyways, to give other people chances to be a mod, CM, BH, etc...

There isn't a set limit of mods. It's judged on the amount of active mods, not ones who become modded, then leave.
On topic, Hans is definitely the Best Comic Maker of All Time, in my humble opinion.
