Or, the people who do have access to it can simply give permission to trustworthy comic makers to use?

I think it's unnecessary, because if a CTM only need one person, and this CTM decides to use the Comic Team Account, citizens won't be in some Comic Makers comics. But the idea to reset and create the account like they want is good.
